September to January: Gather ideas about possible studies from member municipalities, the public, and our own staff
January to March: Analyze, evaluate, and select studies based on our criteria and factors such as regional relevance, links to other MPO research, probability of implementation, rootedness in LRTP values, and funding constraints
April: Incorporate feedback from MPO members, municipalities, the Regional Transportation Advisory Council, the public, and staff, and agree on final list of discrete studies for federal funding
May to June: Receive public comment on a draft document containing discrete studies as well as other MPO budget priorities
June: Receive final endorsement by the MPO
Late summer: Receive approval from our federal partners
At the MPO meeting on May 3, 2018, the board voted to release a draft of its federal fiscal year (FFY) 2019 Unified Planning Work Program (UPWP) (pdf) (html) for a 30-day public-review period. The MPO will accept comments from members of the public through June 11, 2018. The MPO expects to vote to endorse the UPWP at its meeting on June 21, 2018.

Study Selection for the FFY 2019 UPWP
The MPO makes considered decisions about how to spend its annual allocation of planning funds. The vision established in Charting Progress to 2040 guides our study selection process. Throughout the fall and early winter of 2017-18, the MPO staff conducted outreach through meetings with the Metropolitan Area Planning Council’s subregional groups, advocacy groups, and involved citizens to gauge the region’s transportation needs and identify study concepts. Feedback from this outreach process informs the development of the FFY 2019 Universe of Proposed Studies, which is presented to the MPO’s UPWP Committee (at the February 15 meeting). The Committee and MPO staff develop priority lists of studies, which are then compared and synthesized to create a final list of studies that the Committee will recommend to the MPO. Members of the public are welcome to attend UPWP Committee meetings and MPO meetings to comment on this process; see the timeline to the right for upcoming opportunities.
